On July 7, 2025, Singapore's Competition and Consumer Commission (CCCS) conditionally approved a commercial cooperation agreement between Singapore Airlines and Malaysia Airlines . The CCCS, a statutory board under the Ministry of Trade and Industry, enforces competition and consumer protection laws to prevent anti-competitive practices.
The agreement allows collaboration on scheduling, pricing, sales, marketing, and expands the existing codeshare, including the Kuala Lumpur shuttle service.The review process started on March 24, 2023, when SIA and MAS applied for approval, confirming on November 3, 2023, that the cooperation would exclude their budget carriers, Scoot and Firefly.
To address concerns about reduced competition on the Singapore-Kuala Lumpur route, the airlines committed to maintain current weekly seat capacities, increase capacity only upon meeting specific targets, report low-cost carrier data annually, and appoint an independent auditor to ensure compliance.The CCCS accepted these commitments, noting Jetstar Asia Airways' permanent cessation as a market factor.
No issues were raised during the February 11–March 4, 2025, consultation period. CCCS CEO Alvin Koh stated that such partnerships could improve connectivity and passenger options, with commitments ensuring more flights and competitive pricing as demand grows. The CCCS will continue monitoring the sector to safeguard consumer benefits.
